Power quality is the interaction of electrical power with electrical equipment. If electrical equipment operates correctly and reliably without being damaged or stressed, you could argue that the power is of good quality. But if the equipment does not operate correctly or is damaged due to voltage transients, for example, then you could say the power quality is poor. Usually, power companies and their customers prefer an alternating current with a pure sinusoidal shape. This leads to efficiency in the distribution and consumption of the supplied power within an installation.
